End of Open Transfer Letters: Mandatory NADRA Biometrics
Under the Punjab Motor Vehicle Ordinance, driving or selling vehicles on open transfer letters (Khula Transfer Letter) is strictly illegal and subject to heavy traffic challans or vehicle impoundment. Both the registered seller and the new buyer must provide live biometric fingerprint verification on an authorized NADRA e-Sahulat terminal to transfer the legal title and dispatch the new Excise Smart Registration Card.

Do the seller and buyer need to visit the counter at the exact same time?
No! The seller can provide biometrics first at AQ Business Point (or any NADRA e-Sahulat center across Pakistan). Once the seller biometric is recorded, the buyer has 30 days to complete their biometric verification.
What if the registered seller is living overseas or in another city?
If the seller is in another city in Pakistan, they can give biometrics at any local NADRA e-Sahulat center using the same PSID. If overseas, an official Power of Attorney (Mukhtarnama) attested by the Pakistani Embassy is required.
Can a vehicle with pending annual token tax be transferred?
No. All outstanding vehicle token taxes must be cleared up to date. We calculate and pay any unpaid token tax on our terminal simultaneously during the transfer process.
What if fingerprint verification fails on the scanner?
We perform optical multi-finger scanning (index, thumb, middle). If fingerprints are degraded due to age or labor, we assist in generating an official Excise biometric exemption challan for physical verification at the Excise office.
